The Dragon Tether ability is something you’ll need to unlock, and it’s tied to a specific NPC called the Dragon Wizard. To get Dragon Tether, you must speak to the Dragon Wizard. However, the Dragon Wizard won’t acknowledge you unless you have the Dojo Belt [Black]. Without the Black Belt, you won’t even get the chance to learn Dragon Tether.
